Overview
Tom's research and teaching interests lie in the areas of partnership, governance and intergovernmental relations.
His work has been published in a number of journals including Journal of Public Administration Research and Theory, Public Administration and Urban Studies. He is the co-editor of Public Service Improvement: Theories and Evidence (Oxford University Press, 2010) and co-author of Public Service Efficiency: Reframing the Debate (Routledge, 2013).
