Overview
Huw joined Cardiff School of Law and Politics in September 2015 as a lecturer in devolved law and governance. His main areas of interest are the law of devolution in Wales and the UK and the devolution of justice. He is also interested in constitutional law, administrative justice and the effects of devolution on the law of health and social care. He is a member of the Wales Governance Centre.
Huw was appointed to the Academic Panel of the Administrative Justice Council in 2018. He is the secretary of the Public Law Wales Society. Huw is also a member of the Cardiff School of Law and Politics Centre for Health and Social Care Law.
He is currently a member of the Board of the Socio-Legal Studies Association and is part of the organising committee for the SLSA annual conference hosted by cardiff in 2021.
Biography
Huw was awarded a PhD from Bangor University School of Law in 2015. This focused on devolved administrative tribunals in Wales and their implications for the devolution of justice functions to Wales. His research was fully funded by the Coleg Cymraeg Cenedlaethol. Prior to this he completed an LLM in Devolved Law and Government at Bangor Law School (2009) and an LLB in Law and Welsh at Cardiff University (2008).

Huw is the programme convenor for the LLM Governance and Devolution programme and leads the following modules:
- Constitutionalism and Governance
- Law of Devolution in Wales
At undergraduate level, Huw is a module leader for the following modules:
- Public Law
- Welsh Devolution
He lectures through the medium of English and Welsh and is a member of the Coleg Cymraeg Cenedlaethol Law Panel.
My recent research has been on justice in Wales and how justice is managed within a single legal jurisdiction that has two legislatures and governments. Despite justice being largely a reserved matter, aspects of justice transcend the non-reserved and reserved list of competences. This can clearly be seen through administrative justice where the Welsh Government hold responsibilities for forms of administrative redress such as devolved tribunals, Welsh Commissioners and Ombuds.
